Rulings

1) The Lv1-2-3 effect covers also effect damage. Hence, if an opposing Spirit with two or more symbols reduced your Life by one on attack via its effect, even if you don't block that Spirit's attack, your Life won't be reduced.

2) As the LV1-2-3 effect wording implies, the "up to one Life" restriction is applied individually to Spirits with two symbols or more. Hence, while one Spirit with two symbols or more can only reduce your Life by one per turn, if the opponent control two Spirits with two symbols or more, each of them can reduce one of your Lives.
