1) When this card is discarded in the middle of an opposing "deck discarding effect", e.g. being the 4th card to be discarded by The GiantJaeger Orion, the "during this turn, cards can't be discarded from your deck" effect would immediately resolve, and the deck-discarding effect immediately ends.
2) When this card is discarded by an opposing "deck discarding effect", and you don't have enough cores to summon it, the "during this turn, cards can't be discarded from your deck" effect would still resolve.
